CONSTITUTION
OF THE STUDENTS'
REPRESENTATIVE COUNCIL
updated January 31st, 2002
ARTICLE I: NAME
This council is to be called the "Eston Composite Students'
Representative Council" and named hereunder the "S.R.C.". No
other organization within the school may use the word "council" in its
name.
ARTICLE II: POWERS
A) The powers of the S.R.C. are derived from the principal who has the
right to veto all actions which he/she may think contrary to the best
interests of the school.
B) The exercise of these powers is under the supervision of the Staff
Advisors, who, as representatives of the Principal shall have the right to
suspensory veto in his/her respective spheres of supervision. The Principal or
Staff Advisor must consult the President and/or the Vice-President on all
vetoes before they can take effect.
C) All student activities and money raising functions, derive their
authority from the S.R.C. and are responsible to it and hence to the
Principal for all their actions.
D) The revenues and expenditures for all student activities, shall be drawn
from the consolidated funds of the S.R.C.. Autonomous groups and committees
shall not function financially independent of the S.R.C..
ARTICLE III: OBJECTIVES
A) To foster student participation in school government and in
extra-curricular activities.
B) To advise the Principal, through his/her representative, of any matters
concerning the welfare of the students.
C) To promote respect for authority as well as encourage students to accept
responsibility.
D) To develop a cooperative system of student government to deal with
student discipline and control in and about the school in such fields of
activity as shall be delegated to the S.R.C. from time to time by the
Principal.
E) To act in the best interests of the school and therefore the student
body.
F) To foster good public relations with the Community.
ARTICLE IV: ORGANIZATION
A) The S.R.C. shall consist of a President, Vice-President, Secretary,
Treasurer, Service Director, Public Relations Director and a Room
Representatives from grades 5 - 12. Other members will be considered Members
at large and will be involved in various activities and committees.
ARTICLE V: ELECTIONS
A. Qualifications:
a) The President shall, during his/her term of office, be a Grade XII
student.
b) The Vice-President, shall, during his/her term of office, be a Grade
XI or XII student.
c) The Treasurer shall be appointed by the principal and/or staff
advisors and shall be a Grade XI or XII student.
d) The Treasurer shall assume office during the month of May and continue
through the following year.
e) The President and Vice-President shall have a 65% average during their
term of office. In the event he/she does not meet that given average they
would be asked to step down and a new president or vice-president would be
chosen.
f) All other members of the S.R.C. shall have a 50% average during
his/her term of office. Principal's veto.
g) The Vice-President must have a general meeting of the new S.R.C.
before the school year is out.
h) All executive positions shall be held by Senior Students (Grades X ,
XI and XII).
B. Nominations:
a) Nomination slips will be available for two weeks before the nomination
meeting.
b) The Executive will ensure that there will be one candidate for each
office.
c) Nominations must be in by May 1st, elections held by May 15th.
d) Nominees must have 5 signatures supporting their candidature.
e) Campaigning for the election can run from the day you are nominated to
one day before the election and not on the same day as the election.
C. Procedure:
a) The President will be chosen in May and will hold that position for
the year following.
b) The Vice-President, Secretary and other members of the S.R.C. shall be
chosen in the spring for one year by the Grade 5 to 12 student body and
shall assume office at the beginning of the fall term.
c) Room Representatives will be chosen in the fall.
D. Regulations:
a) The outgoing President shall not take part in the campaigning for any
candidate.
b) Each candidate shall conduct his or her campaign in a manner
acceptable to the S.R.C. and the administration of the school or he she
shall be subject to being declared ineligible for election.
c) The Executive (chaired by the President) shall be responsible for
election activities in conjunction with the staff advisors.
d) An election may be held if any position becomes vacant. Principal's
veto.
e) While counting votes, the staff advisor must be present. The ballots
for President and Vice-President will be counted twice.
f) Grade 12 students shall not be able to vote in their graduating year.
g) Staff shall be eligible to vote but shall not influence the campaign.
ARTICLE VI: DUTIES OF OFFICERS
The President:
1. Shall call meetings
2. Preside at meetings
3. Shall act as official representative of the students
4. Shall act as a deputy returning officer for the elections at the close
of his/her term.
The Vice-President:
1. Shall perform the normal duties of the President in his/her absence of
that office
2. Shall chair at least 2 meetings during his/her term
Shall act as room representative for grades K, 1, 2, 3 and 4.
Room Representatives:
1. Are responsible to report all necessary proceedings of the S.R.C.
meetings to their respective rooms, and act on all committees of which they
are a part.
General Committee Responsibilities:
1. Shall attend all meetings
May act as activity directors for sports activities such as field days,
winter carnivals and other activities in conjunction with the Athletic
Director, but not for tournaments
3. Shall ensure that each social activity is a well organized function
4. May supervise committee work and see it is planned well in advance
5. May organize a minimum of one major fund-raising event each year
6. Coordinate all other fund raising activities
Public Relations Director:
1. Shall report to the local newspaper at least once per month
2. Shall be responsible for advertising all school functions sponsored
by S.R.C.
Secretary:
1. Shall keep an accurate record of the minutes of all S.R.C. meetings
2. Shall receive all correspondence directed to the S.R.C. and shall
ensure that such correspondence is brought to the attention of the meeting
3. Shall reply to all correspondence requiring a response
Treasurer:
1. Shall keep an accurate record of the finances of the S.R.C.
2. Signing officers shall be the Treasurer and Staff Advisors.
3. Shall be responsible for coordinating all directorate budgets
Service Director:
1. Will handle money projects such as Canteen, Coke Machine, Ordering
Food.
2. Must be a senior student
ARTICLE VII: MEETINGS
A) The quorum for meetings of this Council shall be 9 members and 1 staff
advisor.
B) General Meetings are to be held on the first Tuesday of each month, or
whenever necessary at noon hour.
C) All meetings shall be called by the President and/or staff advisors.
ARTICLE VIII: THE STAFF
A) The Staff Advisors are volunteers and being the Principal’s
representatives, have the right of suspensory veto.
ARTICLE IX: AMENDMENTS
A) Changes in the constitution, except for provisions concerning the
powers of the Principal and the Staff Advisor and their relation to the
working of the S.R.C. may be made at any general meeting of the S.R.C.
provided notice of the proposed change has been given in writing at a
proceeding general meeting.
B) A two-thirds majority of the SRC is necessary in order that a proposed
change be embodied in the Constitution.
ARTICLE X: GENERAL
A) All the members of the S.R.C. are required to be in
attendance at all the meetings. If they neglect their duty, conduct
themselves in a manner unbecoming of their office, or are absent without due
reason, from three successive meetings, they must immediately be asked to
resign from their office. It shall be the decision of the Council to accept
or refuse such a resignation.
B) The S.R.C. shall have the power to initiate policies and to deliberate
on any matter pertaining to the general good of the student body provided
that such policies do not conflict with the Principal's jurisdiction.
